The Third Meeting of the Technical Advisory Committee (TAC) of the Caribbean Disaster Emergency Management Agency (CDEMA) was held at the Savannah Beach Hotel, Hastings, Christ Church, Barbados, April 26 - 27, 2012. The following provides a summary of the key decisions areas discussed during the meeting.
The Sub-Committees of the TAC reported on works undertaken during the reporting period and tabled same for considered for endorsement. These were the Work Programme Development and Review Sub-Committee; Information and Communications Systems Advisory Sub-Committee Plan Development and Review Sub-Committee; Climate Change, Disaster Risk Reduction and Environment Sub-Committee.
Results of the CDEMA CU Strategic Plan and the Triennium 2012-2015 Work Programme were tabled. Review and discussion of these reports were noted with recommendations as appropriate. The TAC noted efforts by Participating States to align Country Work Programmes to the CDM Strategy.
The TAC discussed technical matters including, strategic opportunities for national work programmes; Model CDM Legislation and Regulations; Logistics Plan for the Regional Response Mechanism; Community-based Climate Change Adaptation and Disaster Risk Reduction Programme and Tools; ICT to give full consideration to the telecommunications component in developing disaster management plans; Review of 2011 emergency events in CDEMA Participating States (TS Harvey – Belize); forecast and preparations for the 2012 Hurricane season. Issues emanating from the discussions were noted for incorporation in disaster operational plans at the national and regional level.
A panel discussion on CDM implementation at the national level “Issues, Challenges and Recommendations” with presentations by the NDC’s of Anguilla, Barbados and Belize. The TAC noted the critical issue of building capacity through professionalism of the disaster management discipline; the importance of a multi-pronged approach to implementation challenges; the critical role of partnerships and alliances and the importance of building ownership; the use of liaison officers as drivers for disaster risk reduction at sectoral levels; and very importantly recognized the need to have supporting organizational and institutional structures at the national level to facilitate the transitioning of the national disaster offices to support and fully embrace comprehensive disaster management.
The TAC expressed appreciation to the donor community for its support of disaster risk reduction initiatives in the various CDEMA Participating States.
